But no-one knows why. Firing/laying off the majority of your staff at once will be detrimental to the site, so I really doubt it has anything to do with their quality. Most likely it's financial.

Freezing is happening less often because its not in their interest to cut part of the source of money they make.

You don't usually lay off people in a whole sale basis because it drops your other workers morale and output. The company would probably have to make consessions to the people still working if they planned to keep them.
