I think now, because the rep caps are lower overall, the rep "cap" is reserved for a longer length of time of membership.
So before, your membership length was enough to give 2 rep, but now that the rep cap has been lowered, it'll just take a little bit longer to get back up to 2.
At least, that's how I see it.
I think most people I've seen have had their rep powers reduced, myself included.
It doesn't mean that anyone neg repped you, you'd be able to see that just the way you can see it when someone +rep's you, if you click on "settings" at the top of the screen.
Neg reps will just show up with a little red bar instead of a green one, but that doesn't affect your rep power.
It affects your overall rep total, but rep power is essentially how much rep you can award other people, and it's just a matter of rank + time on forum, I believe.
