I'm not sure this will lead to a PC where fewer people report things. It's definitely making them afraid, but PCers report more when they're afraid, not less.

That might be true, but they also report more when they feel stronger and self-empowered especially in numbers

LOL I remember that one. The Skeith was stuck in limbo and someone created the acc and there was the people going 'I am jealous, person cannot HAVE that pet. I shall report like there is no tomorrow'
