Does every shop get cleared at the same time, or am I RS banned? I don't get it.

Every shop gets cleared at the same time.

If you want to check if you're RS banned, visit other shops (some stock right away), or lurk/post on a RS board and ask for a SWI (shop with items)

or a friend can give you a SWI

there's also a program that checks if youre RS banned, i believe
