I am thinking no, I believe you only get the site theme if you get all gold check marks. If you have some green & gold you get NPs and some kind of items.
Edit: From 2013 Negg Festival Info on JN - "participants only receive the site theme for completing the event on the day of release" - meaning you need to get all gold check marks to get the site theme.
