2 things about this:
1. Even if you create an account at a different location/IP, you're going to want to access it easily somehow. Unless you're determined enough to only check whatever accounts you've created at those locations, it's too much hassle. If you create accounts at foreign IPs, but log into them all on the same IP (say at home), that'll just be as fishy, if not moreso.
2. Public area Wi-Fi is more risky, because anyone can also use it to cheat on Neo. If you have fellow classmates or people in your area playing at those places and they are caught cheating by TNT, you could get chained. I suspect this would be a real risk at school and the library, with kids and whatnot.
