I've seen people talk about it and nothing has happened to them to my knowledge. I do think it's best to not openly advertise it though as I would hate for TNT to try and crack down some way!

i cant believe there are some people paying full price for cards thru neo and they dont even get the neocash immediately (paypal glitches or w/e)

When conversations invariably lead to where you can find these bargain Neocash cards, then you'll probably be intercepted by the Neopets team. They don't allow any specific discussion about off-site purchasing options, and they're especially hostile when our forum is brought up. The Neopets team's reactions are erratic on these matters, so you should assume that this topic is off limits on the Neopets site.

Tbh I wouldn't bring it up on Neo itself because these cards aren't sold on any official fansites. However I even noticed every time I answered this in response to someone asking where to buy cards on reddit, I got downvoted to oblivion =/ so I haven't even bothered to mention it there any more either. Not sure what the reddit's issue is with cheaper NC.

If you trust someone with the information, share it with them privately off-site. It's not strictly or explicitly against any rules, because it's just another user purchasing the card in their currency, and the exchange rates being favorable to allow you to re-purchase it at a lower cost than if you bought direct, but drawing TNT's attention to this issue isn't recommended. While I doubt it's high up on their radar I would not put it past them to put some sort of punishing measure in effect that limits redemption of cards purchased in other countries, or dreams up some other alternative "solution" to make it more "fair."
I appreciate and treasure the users purchasing these cards in their local currencies and supplying them to us at a lower cost. While I enjoy getting NC at a more reasonable rate, more importantly I would never want to risk being a party to anything adverse - even the minimal profit they make flipping these cards - happening to these awesome people just to publicize this information. I hope you all feel the same. <3

When a user brought it up and talked about the NCC was all fine and cool with the talk and the user never got their post removed/warnings. They weren't trying to bring people offsite but just varifying by names the ones they personally brought from so that may be a difference?
However to shine some light on cheaper cards, TnT is unable to stop them unless they bring up all old/unused codes and region locked them; much like steam and other bigger games and companies do. Region locking means splitting them up like North America, China, ect and having players unable to redeem codes they purchased from someone in another region. Some sites counter things like this only accepting usd and not having cards in shops. But without it being region locked TnT really can't yell at you for having a card from somewhere else. they themselves can't prove you didn't buy the code while away somewhere or someone bought it for you as a gift. If they started doing this and giving users trouble they may have to stop letting other websites have the codes as well since people can still grab restocking codes from them.
And like, they can try to stop users from selling it but people always will. They can't prove you bought it from a person vs a shop. they can get upset at the sellers but just like black market anything it won't stop them.
TLDR; it's not against the rules, if it was they could have a bigger mess on their hands than they really want to mess with.
