I have tried refreshing in the attic at the times mentioned here.

I sometimes get a 30 minutes to a 3 hour gap till I see the restock though. Is this normal?

the times it shows doesn't mean that it will always restock.

you have to follow the neopet time clock and not your own.

The restocks are random. it can restock every 7 minutes for an hour and then not restock for two hours.

It's tricky.

Can't put it any better. Yes that is often normal, it's a lot more random than normal shops.
