The Joker, by far. I mean look at Two-Face, half his Goddam face is exposed nerves and shit. You could probably cripple him with a well-aimed bitch slap.

...but yeah. The Joker cause he is my favorite villian of all time, plus he has Harley Quinn at his side. <3 I love the insane.

The joker is much more scary than double-face in my opinion. Of all the villains that batman faced he is the one who inflicted the most lasting damages on him and his family, including killing Robin and putting Batgirl in a wheelchair. He also is far crazier and more unpredictable than Dent.
