I don't know, though my last gamble might be a loss and the one before certainly was, I've gotten away with it two times in a row and that's where I got my confidence. It's the PC atmosphere that's made it more dangerous to buy an UC, because they'll report on pure suspicion where once they'd only report if a user actually spread the word that their pet had been stolen - basically, when there was real proof. I always thought the risk was low enough for me to be comfortable, but the risk has risen and now I will probably not be buying a pet taken off an inactive account (legit pets maybe, cuz the owner themselves can testify to the legitimacy of you receiving their pet.) What would be stupid is knowing chances of being frozen are high and then doing it anyway.
EDIT: Ridiculously enough, I was really careless the first two times, as well, and all was ok. A few months later and a great deal of newly-found paranoia, I am super careful and get frozen both times. It's definitely a lot riskier now.
