So if I (by any means), steal an active account and try to secure it, and that account "belongs" to someone on CK (though they may have bought it)... can CK punish me even if I have no intentions to sell the account? I just want to secure the account for myself.

Well, that's indeed a grey area in the deal.
I would go even further and ignore the fact that the active was from someone on CK, since people might have been taken advantage in securing active stuff already but with hopes of waiting a while, and then selling as their own or faking the past of the stuff they got. Pretty hard to tell in the end. When the active was from someone on CK is the only way the person can be caught, but most of the time this won't be the case.
Regarding if that's something that should be punished... I guess is hard to tell but on my opinion it should. In the end, there would be a fight between the act of entering an active and the speech of saying that is just for personal uses. What weights more, the real steal from an active or the excuse that can't be confirmed? What if this person has been securing actives for a while... why would they really need 28 UCs, 7 accounts and 230m Nps (for example) just for personal use?
The announcement thread doesn't say we can't get into actives, it just says we can't sell them here. So by my interpretation, one shouldn't be punished for accidentally hacking someone from here.
I'm not a staff member though, so...
Clraik can't regulate us getting into active accounts. They can just regulate the sales of active accounts, if that answers your question. However, I'd say its very low to steal from someone in this community knowingly
That would depend on the mods, but I wouldn't want someone who steals from our members in the community (If done consciously of course).
If X tries to secure an account and later sees Y made a thread about said account en here X would do good to return the account to Y.
Of course X can keep the account and sell it somewhere else where Y wouldn't notice, but X would be a dick, and if somehow it got found out about what X did X wouldn't have any reason to complain if banned from here.

As long as you secure your account properly (secure password/email and a updated pin), I dont think there is a way to get into it otherwise (Unless I'm oblivious of another way). As mentioned above, we can't really regulate who takes what active, but we have taken away their ability to sell actives so that should help. With that being said, its pretty shitty to take someone's account on here. Like theres tons of sellers like myself, @(you need an account to see links) , @(you need an account to see links) , @(you need an account to see links) @(you need an account to see links) @(you need an account to see links) @(you need an account to see links) etc (list goes on thats just the few who came to mind) who always come to boards on here trying to give victims help anyway we can.
It's really unfortunate the game has come to this point but yea. The only thing I could see us punishing for is a seller who is purposely hitting actives/accounts that clraik members own. Like "Hey check out my account _mariokart_" and then the seller goes and steals it.
I hate coming on here and seeing "Hey did someone here take my account?". I think we have been seeing that too much lately. While the new rules are not disqualifying hacking into actives, it is definitely providing less reason to do so with the time restrictions needed to secure the account to sell. By that point, the original account owner will have froze the account or have posted about it to get it frozen.
But to answer your question, no you cannot be punished.. (but with all of the inactives out there, do you (or anyone) really need to hack someone who plays the game today?)

What if this is the main account of someone who may have bought the account at some point, but built it up and spent a decent amount of money on it. Then you just come along and take it? This is slowly what is going to tear apart the community when people put so much money into one thing only to have someone from the same community just waltz in and take all their shit to be resold ( maybe even to the person who just got everything taken)

There is no reason for somebody to do this. There's a shitload of inactives nowadays. Just hit those up.
