I definitely understand how that can be so annoying. I volunteer on a hotline, and even I sometimes grow exasperated when some people come on to just talk about their issues and refuse to get help. Admittedly, they are usually facing more severe situations. Something I've learned though is that some people don't actually want help: they just want ears to listen to them. It's not necessarily the most progressive way to move forward, but it is a way for them to validate their feelings and emotions. It's not a bad thing, per se, but it is strikingly odd given that you imagine most people want help.
