I'm just browsing around here and there and several of them completely empty out right after having several rows of items.
Symptoms of being RS banned, although I'm not refreshing nearly enough for that to be plausible. Even the Tiki Shop is barren.
Then suddenly a random shop is fully stocked and others may or may not be empty still.
Is this normal?
Yes it's normal! They've had shops auto-clear for a while now! It's harder to tell if you're banned because all shops clear at the same time sometimes while other times only some clear while others still have stock. Best way to see if you're banned is to lurk the trade chat board for the RS and Chat board where they'll usually post whether shops have cleared or there are still shops with items!

Yeah when I first came back a few months I was super confused as well and figured they added quick restock bans for some odd reason. Some shops like coins (68) and shells (86) often are still stocked with a few items on a clear. Also on the RS&CHAT boards they usually post (SWI) with a link to a shop that is stocked after a clear.
