I don't consider someone who drives their car down a PUBLIC street an "asshole" lol wtf?!? Who even knows if they are doing it purposely?! What if that's all they could afford and had to buy it second hand from Craigslist?! Or even if it's their hobby Like maybe if they did that down my drive way or something now that would be a different story but if they are enjoying something they like to do within a reasonable time frame (not past like 10pm) on a PUBLIC road then it shouldn't be a huge deal TBH lmao. If anything I would consider someone who would put nails under someone's else's tires or throwing bricks at windshields to be more childish and inane. Some people are just so desensitized im actually embarrassed for them #shade

If a person upgrades their car to include a loud motor or muffler system then they know it is loud. If they buy a car from craigslist they know it is loud. If they rip down the residential street over and over again with said loud system they know they are being annoying but they simply do not care. Not to mention anger can preside if it is residential neighbourhood because the chance of kids playing outside. Many places also have noise bylaws regardless of time in the day. So yes if a person is ripping up and down residential roads, even city streets, with said loud machine it can easily turn into a matter that gets neighbours/public involved in, normally it involves calling the police though and not rash decisions. Though I have seen that happen too (slashed tires). I have personally called the police one single time on our once annoying neighbour kid. He behaved after repeated visits, called in by various neighbours.

People do not enjoy listening to that annoying bbbrrraaaappppp bbbrrraaaaapp of the ricer civic, Lancer, celica, or other typical suped up car. It is annoying.

That car is allowed to use the road. That driver does need to comply with driving rules, regulations, and bylaws though. So I guess one should behave in said vehicle.
