I mean they have had CC exclusive prizes, just not a part of the normal prize pool. Just the prizes for the top donators or something. The first year they also had that adopt-a-neopian thing, which gave out CC exclusive prizes too I think

i don't believe there is a limit. That would be silly.
Unless they changed it from previous years, no. You can donate as many times as your items/NP permit you to.
