With 930 million dollars I would buy my mom and brother a house and car, put my little sister through college, and then buy myself a small house and a Ford Raptor. Then live comfortably for the rest of my life.

Since the winner would (presumably) invest the vast majority of it, if they had a return of 3% a year they would be making $28 million per year off of that amount.
That's assuming they actually got 930 million after tax and after taking the lump sum though, I'm not sure what the actual numbers are.

3% dividends? Here in Aus the company's that pay out dividends pay out up to 5-7% some company's don't always payout though but most of the time they do depends on profits, Most banks pay out 3-4% interest some banks do monthly interest of you don't touch the money for that long others do 6months it depends on the account setup and bank.
I'm kinder sure though it's not a lump sum in the states though but can't confirm, here in Aus it is unless you do the lotto here that you can win 20k a month for 20years that would be nice.
Any percentage of that much in retirement even just living off the money you would never be poor unless you're a retard and blow it all some how I don't know how but some how I guess someone could.

Yeah a 3% ROI, I don't know much about how it works in the states so I was trying to be pretty conservative with that number.
You can choose between having it paid out over 29 years or taking a lump sum up front. The lump sum is significantly lower than $1.6 billion, but you'd end up better off taking it as you could easily earn more by investing it over those 29 years.
EDIT:
Just looked it up, the total prize was something like $1.5 billion, which would get dropped to $930 million if you chose to take a one time cash payment. Divide by three and factor in tax and you'd down to less than $200 million most likely.
