    The only way I know is to just turn off your modem for ~10 mins and then turn it on again to see if the IP has changed. If it changed, it's dynamic. I'm sure there's another way, but I don't know enough about that to tell you any other methods .

    well, a friend just told me all people in Chile have dinamic IP, so i will try to reset modem

    if someone knows how to change IP without calling ISP, please tell me if not, i'll call them

    If they gave you a static IP you'll have no choice but call them to either ask them to change it or ask them to assign you a dynamic IP.
    If you have access to your modem/router's settings page and you have buttons that say "Release WAN Lease" & "Renew WAN Lease" (or something similar) click them in that order, back when I had a dynamic IP that'd change my public IP.

    See if you have an option to clone your macaddress. Otherwise do what Accelerator said by trying to force the release of the WAN lease. If both don't work leave your router unplugged during the night when you don't have to access the internet and see if it changed the next morning.
