I actually had this issue before, I didn't buy the account but didn't have access to the email...
They asked me what e-mail I would like the account on and actually manually changed it for me, and then set me a pw reset link to my current email.
Hopefully you'll get someone nice who will actually help you.
edit: oh okay you got it back and actually was the same sitch as me LOL congrats

Je pense que je peux traduire les billets en francais mais je ne sais pas comment on traduit certains phrases. Peut-etre il faut jouer neopets en francais.
^I wonder if I should just play Neopets in French, learn the words for certain Neo-specific things, and then write my tickets in French.

the english staff are all assholes, and it takes an unnecessary amount of time to address them.

I think I will. Somehow, I believe our American/British counterparts have grown complacent when dealing with the crazy little 10 year old scammers running around saying "I didn't do anything!" That was me....once....nope, a few times.
They really are just awful. I wonder if they catch more shit than their non English speaking counterparts and that's why they're always such dicks. I'm sure their case load is higher, but months and moths to address a ticket is ludicrous. If it took me months to get to a portfolio at work I'd be fired so fast.
