If this guy is paying "whatever they want" for the program, I highly doubt he'd share it with anybody.

The 1 (or 2?) people that do it now have not leaked their methods so what makes you think anybody else would want to? He could seriously cash in on it and letting anybody else do it would be stupid.

I also doubt that he will actually find anybody to do it, and that if he does he will not be able to afford what they want

Whether he wants to release it or not is irrelevant. He does not seem smart. He'd probably share it with people he knows and it would work its way from there.

I wouldn't make a broad, generalized statement like that.
But it would appear that most of Anonymous is against it.
As well as the governments of most world superpowers, so I'd say it'd be best to steer clear of it.
