Armoured Neggs should only be considered when the average cost of Codestone training is greater than the A-Negg (though personally, I've had shit luck at the school where 75% of codestone payment is in Lu and Vo). Of course if you have tens of millions to blow, you can quickly turn a 8 str pet to a 750 str with Altador Strength Potions (ASP).
I suppose even with the new Training Cookie out, you'd probably not make it to lv.250 before the plot ends, because red Codestones are actually quite cheap now. It'd be faster and cheaper to do Ninja Training once you have to pay 3+ codestones at the regular training school.
Non-guaranteed, but cheap and fast ways to level up are Terror Trove and Festering Fortune Scratchcards (okay, FF cards are not entirely cheap), can scratch 5/day of each.
I've got back luck myself though, scratch a week's worth of TT for 1-2 levels.
And if you only have 1 pet, you can do Mystery Island Kitchen Quests for the occasional, random stat-up. Only complete the quests if the ingredients are cheap. Don't expect a stat-up every time you complete one, and if your account has multiple pets, it'll be random who gets the stat-up, if rewarded.
Don't forget Scroll of the Scholar (10 Icons)
I'll be pissed if there is and I miss it because my account is banned, I can't even get a response to my ticket even though my account had over $300 in NC since xmas, its weird though because I was playing legit for the first time ever.
I feel like neo is kinda like a bank. Your account is your credit score. You can be doing all the right things but it doesn't matter because when you have no debt and always pay everything off with cash, you aren't making the bank (neo) money, as it were; however you have a history of robbing said bank so they ice you.
Orrrrr, you actively maxx out your cards and default (cheat like a mother fucker) and your credit score crashes (iced).
Now, you maintain the proper amount of debt ratio (cheat a little), you're making the bank money and stimulating the economy so your credit score is usually stupid high.

That was actually a really creative metaphor!
But just to point out the obvious: codestones are already skyrocketing. I've been training my BD pet and it's a mix of frustration and amusement to see the codestones I sold for 3k a month ago being sold for like 5k-8k now.
