i have a handful of shells that survived the mass freezing all with 3000 or less prize shop points - im not really sure what the best thing to do with them is lol

Most likely, you'll see an announcement on neo/JN/here when the prize shop is about to close either way.
I'd go for the stamp or wearables (usually the backgrounds), keep an eye on their price throughout the year.
& I feel sorry for the people who spent their points on Water PBs e_e

Yes, AFAIK.
i.e.: the Yooyu Clock being 15 points until the prize shop closes if that's what you mean.
