Can someone be arrested for scamming on paypal if under 100$?

Just curious.I have a friend who scammed someone on paypal for about 60$...Can he be arrested?

Have him return the money, do the right thing.

I have a friend that scammed someone for about ~$30 and they banned him from using PayPal but I'm not sure they did much else. Better to be safe than sorry, I'd advise him to return it. :/

i doubt he will be arrest. at most his account will be deactivated and blacklisted. i don't think they are able to do anything else.

Because I used to like her, she ruined that 'like' so now I'm making an ihu list (in my mind). Oh she's been ruining it for a while actually.
