I noticed someone requesting a guide like this, and I have spare time so I decided I'd make this guide for anyone looking to get the top gamer avatar.
You get this avatar by have 250+ high scores on your "My High Scores" page on neopets. (you need an account to see links)
^Replace "YOURUSERNAMEHERE" with your username to get to your high scores list.
Here's What To Do:
1. Play the games shown in the "Games Room: All Games" list at Neopets. (you need an account to see links) for a list of all the "main" games - flash and non-flash, including sponsor games - on the site. Unfourtunately, not all of the games linked on that page count on your "My High Scores" list, however.
Not including sponsor games, the games on this list that count towards your high score list that I counted was 187. This number may be off. If you've counted through them and got a different number, please let me know.
(Amount was counted on April-16-2012)
2. Play "mirror" games.
What are mirror games? Basically, they're exact copies of the actual games, but with a different URL.
Unless you want to get frozen, DO NOT play the mirror game and original on the same day. This is against the rules! I'd suggest, when going for the Top Gamer avatar, doing one day of the games on in the "All Games" list, and doing the mirror games the next just to be sure you don't get it mixed up and risk a freezing.
There's a bit of contraversy on if mirror games are allowed at all. I've played mirror games on my main and have never been frozen. If I understand correctly, mirror games are fine as long as you don't send scores for both within the same day.
These 66 mirror games + the approximately 185 games on neo = 251 scores on your high score list, enough for the avatar!
If, for whatever reason, you do not have 250 or more scores on your high score list now, or you simply want more scores on your list, continue reading.
Extra Notes This is mostly common sense, but I feel I should put this here just in case. You don't need to "play" the games to get this avatar.
Well, technically, you do need to play - but you don't need to play for long. If you're doing this in a legit manner, you can easily just start the game, play until you have a few points (shouldn't take more than a few seconds with most games), end the game, and send the score.

I'm going to start working on making a SS list with low scores for all of the main games [won't include sponsor games or non-flash, but will include everything else]. After that you'll need to get the scores for mirror games, sponsor games, and non-flash on your own, but it'll still save quite a bit of effort and time. ^^ Hopefully it won't take a whole long time to make, though I want it to be as safe as possible.
