I think you can report if the other person rejects to use an OMM.

if something went awry, you'd have to do a dispute thread, also depending on what happened, someone might get banned or something

i don't think refusal of use of a MM is reportable, but if someone does refuse a MM outright, it's a sign to avoid that person

i usually tell people to wait like 24-48 hours before doing a dispute, things might be happening that is stopping them? but i dunno, sometimes your gut instinct is the best thing to go with
