When your account is limited, they will typically ask you for Proof of ID, Proof of Address, and a SS card/number if in the US. If you provided false information, you're out of luck.
If you've been terminated from their service/no appeal for your limitation, be very cautious. Make sure to make your next PP account with all new information. Don't bother using the same name/address/phone number/bank account/credit card. If they notice anything suspicious (same info as a previously limited account, they will limit the new account).

Yeah, I'd just make another Canadian one with fake info and be more careful
One more thing, if you are able to, use a online Visa gift card. It will allow you to use your actual information without an immediate limitation.

If you do transactions rather quickly, as if you gain the money, then send it to your bank, it will make them suspicious and then you'll be limited. It can also be random, I've read of stories where people who have been customers of PP for years have been limited out of random. It's really an unfortunate circumstance.
Also, it should state why you were limited.
