It happens to me all the time when I use a free wi-fi, for some reason I can't get access to the mall or the NCC board when I'm using it and the premium link disappears as well. If I use a VPN everything works fine
So I just signed on an account and tried to send some GBC's to another account of mine and it told me:
NC Mall must be available in your country and language before you can use a gift box.
WHAT IS GOING ON?
Is there a glitch? Or whaaat? The NC Mall button along with premium keeps disappearing and then coming back. Help please!
I had a friend check to see if they could send stuff and they can. I am very confused and slightly concerned.

Happened to me when I used a Russian IP.
The error message tells you exactly what the issue is.
"NC Mall must be available in your country and language before you can use a gift box."
If the IP you're using is connected to a country that doesn't have access to the NC mall, then the account can't use the NC mall which means it can't use NC items.
Thanks! (I was using a New York VPN) must have been that specific IP, cuz I switched to another VPN (happened to be in another country) and it works fine)
I've found the VPN I use to be kinda picky lately!

Strange that in my case, the U.S IP didn't work but a Norway IP did.
