How do I tell if a program is still good?

For example, I'm looking at the Pyramid Score Sender by Infamous Joe. Says it was last updated 5/22/2014. While that was over three years ago, this is Neopets, and I assume they don't have any additional detection that would invalidate this program. Is that correct? I assume programs that are reported detected will be taken down.

Also, does being VIP not override requiring a Clraik rank? I figured donating money would get me around having to post 50 times...
