It's random. Score a tie, then win the tie to get 2 levels. If you lose a tie in the future though, you'll lose the avatar. Just try every day and you'll eventually win a tie. Then stop doing it.
Is there some secret to getting this avatar? I feel like i've. even trying to get this avatar since at least 2008 on my accounts and I've never gotten it. Any advice?

It's all about trying every day. Eventually you'll get it... It's not very rare.
