That is their go to reason when they can't prove you are cheating.
That or for protection due to suspicious activity!
They can't prove that you're cheating half of the time anyways.

Many of these shell looking accounts come out of nowhere with these huge items so I'm not sure what they expect. It doesn't matter if the people on the trade boards and such know you if your accounts looks stupid obvious lol. I'm sure lots of them claim they got things from charity corner or some other such place... but everyone knows the truth.
I don't bother reporting anybody like that because I'm sure most of them are ck membersThey really should learn how to be not as obvious though.
That's usually the go to reason if you move things to your account that aren't secure enough. They may have been from an account that was looked into, found to be taken over by somebody and had their items moved. If you move too many items, move items that were reported missing (and they looked into it), etc, etc... they will freeze your for scamming.
It's kind of the blanket reason they give you for when you break the rules.
