Someone else probably registered them and then whoever was running Neo at that time likely hade their lawyers contact the owners and take over the domains due to trademark infringements it happens a lot with domains containing a big company's trademark or brand etc.

I remember back in the day (2008/2009) when Alexa was a free tool Neopets was ranked like 200-300th website in the states.
