No If it's iCloud locked you need the password. Even putting it into DFU mode will likely require the iCloud details.
So I just bought a iPhone 6s from this dude and everything seemed legit until he wouldnt respond on how to get his icloud account off. So my question is, is there a way to get this off so I can use the phone without his icloud being on the phone and I can create a new one?

A Dude sold an iphone without clearing the info/resetting to factory new?
If it was on Ebay you can have them get you a refund it's a big no no to sell phones with active accounts on them/not factory reset. (Also dumb cause it's still got your info attached???)
Otherwise it's going to be a trip to the "Genius" Bar at an apple store to have them manually reset it to factory new. Unfortunately iCloud info can't be removed without all the previous owners info.
ive seen ads on craiglist mentioing i cloud lock break
Finally got the freaking guy to remove it for me. Apple store was trying to charge me like $300 lol
Thanks for all the comments guys
At least he was able to remove it for you. I know somebody who bought a phone, turned out it was stolen.. never a good situation to be in. Not surprised Apple would charge an arm and a leg though lol
What's my definition of success?
Creating something no one else can
Being brave enough to dream big
Grindin' when you're told to just quit
Giving more when you got nothin' left
I'm glad your got the issue resolved. This type of thing (and with how often phones are stolen and resold) is what makes me kind of nervous to buy any electronics from a private party.
