So chatting via side accounts while silenced is against the rules? I've read the terms & conditions, chat rules, etc. and have not once seen anything about that.

when you are silenced, you are silenced, they do not want you communicating with other members, period, and when you go to another account to do that, you are breaking another rule they have
i don't see why you don't understand that, if you have to sneak around to do something, then you shouldn't be doing it in the first place
just report it and ignore it.
