Write another ticket and provide as much proof and info as possible that whatever they were accused of scamming wasn't scammed. Keep trying until one of the support staff cracks.

The only thing is, we aren’t sure what it was that got her frozen for that reason? TNT is being so vague about it..
If it was your friend (as in not you) there's a chance she did scam but doesn't want to tell you. It's hard to help a secondary party help another person without all the info.
