Hotmail refreshes daily. And they almost never actually ask for verification, so just use random numbers and you'll be fine as long as you switch it up every now and then.

Why does it have to be Yahoo? I use Gmail for all my shells, last I was aware it didn't require (though does ask for one, but you can skip it) a phone number.

OP is making neopets account tied to unregistered emails. If they use @gmail.com when the neopets account is tied to @yahoo.com, they won't be able to access the account

They could have a flag set up using your cached data and/or IP. Have you tried clearing everything and using a proxy/vpn?
