No need to install Flash and .NET, Flash is only needed if you're gonna use a trainer or use AoBs, .NET is for Stealth Core, etc.
You registered msinet.ocx twice btw
You're missing "RICHTX32.OCX"
Check (you need an account to see links) I made a while ago.
Run "StealthBuyerPro.exe" as admin (Right-click) and if it still says the program is offline logout and log back in from Windows or restart.
If none of that works I can try helping you via TeamViewer.

There is a download in this post, just download, install so it does everything for you:

After that, restart computer -> Right click StealthBuyerPro.exe -> Run as Administrator

That's all you have to do on a basic Windows computer.

I've made sure he's done all that (library files in SysWOW64+correctly registered, VB runtime 6 installed and StealthBuyerPro.exe with the RUNASADMIN compatibility flag) but program still says it's offline, even after a few reboots e_e

@(you need an account to see links) does he have some sort of antivirus installed? If so, he needs to disable completely or add SBP as an exception. (restart might be required)

He doesn't (didn't see anything in the system tray) and firewall is turned off.
