Nope but it can if you download a Virtual Machine so that you can use them.

Theirs guides in the forum if you go to the search tap and search 'virtual machine' or 'virtual emulator' a few guides should pop up.

No will be like running the program on a normal PC basically, just be smart when kadding don't go crazy so read guides on kadding on here and on neopets so you know best times to kad as well.

I'm getting errors.

Component 'prjChameleon.ocx' or one of its dependencies not correctly registered: a file is missing or invalid.

I downloaded prjChameleon.ocx and placed it in the Sys32 folder, still getting the same error. Suggestions?

Right click the program -> run as admin
