After refreshing (while restocking or logging in or anywhere in neopia) it says Neopets is down but when i refresh again it goes back to the current page..which is really annoying... also i cant adopt or create any pets?... o.o

Yup, happening to me too. Haven't tried the creating pets part, but sometimes I'll get the Red Maintenance Pteri then I'll have to refresh.
