A thirteen year old is a teenager who is far more mature than a child. This sort of "etiquette" is only hindering to helping someone to realize that they are acting in ways that are not acceptable in society.
Maturity is not measured by age.
The fact that anyone is 13, 30, or 50, doesn't mean that their behaviors are appropriate. What's not appropriate is attacking the character of anyone. If you honestly feel that someone's behaviors were out of line, explain it to them and hope that your words will be the ones that stick.
Fighting immaturity with immaturity is like trying to put a fire out with a blow torch. Knowledge is power.
You can help them without insulting them. Regardless of age. There's a lot of people that have issues with being critisized and you never know how the other person feels.
General rule is just be nice. It's not frickin hard to be kind to people and they'll often react a lot better than if you're calling them a bitch.

Also, insulting is not immature, and thirTEEN year olds are not children, but, if you want to twist around meanings to justify your personal uncomfortableness with others' opinions, or with pranks, or whatever else, then I'll let you do whatever you want.
