No guarantees on it being safe as it does fall under the "abusing a glitch" category. That being said, I've been doing it on multiple accounts for over a month and transferring the np without a VPN onto my main and I'm still fine. Basically, the only time you get frozen nowadays is if someone reports you.

some other hints...
I have to buy shares in two transactions (I usually do 800 and 200)...
you can buy the shares and then wait (a day or two) for the price to go up before selling...
you can buy and sell the same stock several times per day so if you don't have the 1.1mill, buy and sell smaller amounts several times (e.g.buy 500, sell 500, buy 500, sell 500). Good Luck!
Here's another trick that I found that speeds up the process dramatically, after getting frustrated with the languages not reliably changing.
(you need an account to see links) and home.neopets.com are the same site, but use different protocols. Change the language on home.neopets.com to something other than english. Buy your stocks there, and when at the portfolio, change the url to www instead of home. When you need to buy more, simply revert the url to home.
There you go, you can do this thing in 20 seconds or so...if you're a lazyass and keep one account constantly logged in.
