(Need help) tablet pc input panel (+rep)

Sooo I am trying to type with my Wacom tablet, and there is a feature on windows called tablet pc input panel, however, I don't have it, but need it...badly..

Does your tablet run Windows 7 or 8? If it runs Windows 8, there is no longer a function for the input panel, it's just the touch keyboard which you can access in settings to turn it back on if it got turned off somehow. If it's Windows 7, did you uninstall or install the OS on the tablet and are missing the input panel? I guess I'm not sure exactly what happened here or what you're asking.
