You can have a student account.
Not sure what all you need to do to get that, but you could always check that out.
If your parent has a paypal account, they can make you a student account under their paypal and you can request money via text and you also get a free debit card that works at atms and everywhere debit is accepted, I love having this cos when I am away I just tell my mom to send me money by texting paypal and then its automatically on my account. I also have my own paypal....but there are reasons for that (aka neopets and little things I shouldnt spend money on)

I thought unverified paypal accounts can only accept money, not send.
Never heard of these rules before... As far as im aware you do not need to be 18 to have a PayPal account nor do you have to be 18 to verify it. You only have to have a valid bank account to verify your PayPal account for which again you do not need to be 18.
@(you need an account to see links) - I don't think so, I think unverified just gives you a certain maximum of a few thousand a month or something along them lines.

I thought that unverified US accounts can only receive money but not send. Other countries can send with unverified accounts though, although they have a limit.
When I was unverified I could only receive money, but after I sent a check home I was able to send a limit of $2000/month.
my limits unverified:
You can send up to $4,629.30 USD before you reach your limit
you can withdraw up to 500$ this month
the first one is total and is never renewed, I actually think it renews on they day you opened your paypal account every new year
