In this case he is asking them but notice how he just kinda draws them in close and puts his arm around them and then doesn't really wait for consent before making a move. In the original video the girls he touched were laughing with him, so some people were saying "they took it as a joke it's no big deal", but really, that's what girls do when these things happen. They were clearly uncomfortable, but sometimes the only reaction is to laugh because what is a guy gonna do if you blatantly reject his behavior? As we have been taught, he will likely hurt you or call you out as a bitch just because you don't like what he was doing. Sam is also making the excuse that he had consent from these girls he touched in his recently removed video. There's no proof of this, and there may even be proof that he, in fact, did not ask for consent. Him saying he had consent could just mean that he was allowed by them to use the footage. Not to touch them in the first place.

There's an alleged "second video" that he says he put up, but then apparently took down. This was supposedly of girls touching guys???? But he put it up much later and in that case I'm thinking it was just so he had time to make it and use it for his little "male victims of abuse" scheme as a way out. Hopefully someone also has this video and can reupload it, as well. It's disgusting that he's using other victims as nothing more than an escape from the display of assault he put up in the first place.
