I think she is trying way too hard to break away from her persona as a Disney kid and prove to the world that she is an adult.
You want to show people you've grown up? Go vote. Take up some kind of cause. Change the world in a positive way. Make responsible adult decisions. As a general rule, I do my best to ignore what a lot of celebrities do. Maybe its because I'm too lazy to follow the antics of my own immediate family let alone some distant stranger. I am far more interested in the actual music and people's actual work that in their personal lives. Whatever else she may or may not be, Ms. Cyrus is a commendable musician.
