What does it mean when a userlookup doesn't have a cache?

Does it mean it's inactive? Active? Does this not affect that? I'm trying to figure out the activity of the accounts I have an I'm hitting snags with google.

Caches update as pages get views.
Therefore, a cache updates naturally more frequently the more people view it, so it's a good indication that the accounts are inactive (or at least, the userlookups don't get many visitors) if there is no cache for it. ^_^
