Biggest lies ever told to me on Neopets was probably when I was still active entering the Beauty Contest and all, and I'd catch people with obviously traced drawings and when I'd point it out to them they'd be like "uhhh that must have been coincidence! You can't steal a pose, I drew this all by myself!". Had that happen a couple of times.

I don't understand why people would want to trace art. It's not like that's gonna help you become a better artist. xD

Those project pages always seemed beggy to me. Basically they make a page about their dream UC and make a board about it on the PC, probably hoping they'll get gifted because someone was gifted a UC this way last year.
