I think this is definitely do-able even by oneself who isn't a programmer. The ADBLOCK addon on chromehave a feature that allows you to select a particular image link (http link) which you can add to your block list.
For example: you want to block (Lime Elixer) from appearing. You right click on the Lime Elixer image, go under ADBLOCK -> Block this Ad.
A pop up will appear saying the following:
Slide the slider until the ad is blocked correctly on the page, and the blocked element looks useful.
Blocked element:
<IMGsrc="http://images.neopets.com/items/potion10.gif" >
Then press "Look good" and the item will never appear again when you refresh other than the price. WHALA!!
You can also block annoying flashes / Ads from neopet, those on top of the page, side, bottom, where it is, you name it.
