I bought a mid-tier faerie in like July when all that freezing was going on, my accounts have been pretty inactive since August as far as being on the boards goes... Should it be safe to transfer from the account I bought now?

Are you transferring to a main? What does the inactive account look like and is the pet cached?
It's only safe if you do it right, otherwise it's still and always will be risky.
