Is it true that you only need to use a proxy when logging in and logging out?

A lot of people say it's okay to only use it for logging in and logging out, and I believe someone confirmed this before.
However, I'm too much of a cautious person, so I always keep my proxy and VPN on while I do anything on neopets.
Plus, TNT may have even changed this recently? It may be why so many users have gotten frozen, idk. ;;

VPN stands for Virtual Private Network, and it act similar to a proxy by hiding your original IP address as you browse the site. A commonly used one is Hotspot Shield.
