so you're saying sending in a ticket in a different language makes it go faster?! O_O

Essentially it makes the process go faster, because most of the Neo users speak English, meaning the members of TNT that deal with the other languages have more time on their hands, pretty much.
Plus, when you send it in a different language, you don't get stuck with the usual TNT dickwads that don't give back accounts 99.99% of the time.
