Most people usually scour old forums, pull emails and run em through (you need an account to see links) it's helped me out quite a bit

Most email providers such as Hotmail, Yahoo, or Gmail purge inactive accounts after a certain amount of time. You can find these once existing email addresses that are still connected to (usually inactive) Neopets accounts, re-register them yourself, and than in turn take over those Neopets accounts. That's the basics of it...
As Raj said, check out those guides for more info on how it's done, ect., though most of the publicly released methods are pretty tapped out. You can still find them but there pretty rare.
Personally I don't know any other ways besides generating lists of possible emails and scouring Google. (again, all this in those guides)
